For every course of studies, there’s a separate PA.
The examination situation at the department is the PA’s business, i.e., for instance, the PA decides about admission to the courses of studies (especially to Master courses), exceptional regulations of individual students as well as approval of academic achievements while abroad.
If you have a problem that addresses the PA, you should definitely approach its student representative before filing an application. This will be the person representing your cause in the PA.
